HINDI DIVISION






The Hindi Section in the Office of the Registrar General of India is engaged in fulfilling the requirements of the Constitution by working in accordance with the provisions of Articles 343 to 351 of the Constitution. For this, in accordance with the Official Language Act and rules, the Directorate's Headquarters and under the Registrar General, various Census Works Directorates and Language Division supervises the implementation of the Official Language Policy of the Union in Kolkata. Provides necessary guidance as well. All papers and resolutions covered under section 3(3) of the Official Language Act, notifications of general order rules, administrative and other reports, press releases, reports to be laid before either House of Parliament or both Houses, official papers, contracts, Agreements, licences, tender notices and tender forms etc. are issued bilingually.

Corresponds with all the Ministries/Departments of the Central Government and their attached subordinate offices and corporations/undertakings/banks, etc. owned or controlled by the Central Government, as per the original correspondence given in the annual program of the Department of Official Language. In this Directorate about 97% of the original correspondence with Regions 'A', 'B' and 'C' is done in Hindi. This office answers the letters received in Hindi as per Official Language Rules, 5. Efforts are made by the Office of the Registrar General of India to write the notes in Hindi as per the target. Programs for Hindi language and Hindi typing and stenography training are also run as per the target.

Facility to work in Hindi language on computer is provided by downloading Hindi software through Unicode in the computer in the office of Registrar General of India. Important office information and circulars etc. can be seen on the website. Information boards and hoardings etc. are made in Hindi / English languages as per rules by the Registrar General's office.

As per the directions of the Department of Official Language, meetings are held in the office of the Registrar General of India at regular intervals in a year. In these meetings, the targets of the annual program issued by the Department of Official Language are duly discussed and decisions are taken. Accordingly, continuous efforts are made to promote Hindi work in the office. The implementation of the decisions taken in the meeting is ascertained through reports and the report of each division/section is reviewed thoroughly at each meeting.

According to the target, the Assistant Director (R.B.) inspects various offices to take stock of the status of implementation of Hindi in the Directorates of Census Operations working under the Office of the Registrar General of India. In addition, sections of the Office of the Registrar General of India are also inspected and efforts are made to rectify the deficiencies noticed in the inspection. In order to achieve the set goal, Hindi workshops are organized in all the Directorates of Census work including Headquarters, in which the officers/employees are given information regarding noting, drafting and doing other work in Hindi and practice is also done. To take stock of the status of progressive use of Hindi in all the Ministries/Departments/Offices of the Government of India, the Parliamentary Official Language Committee inspects various offices and gives suggestions and assurances on necessary points. Hindi Pakhwada is organized in the month of September from 01st September to 15th September, every year to maintain the atmosphere of Hindi in the headquarters. Various competitions like Hindi Essay Competition, Hindi Spelling Improvement Competition (only for Multi Tasking Staff), Hindi Noting Drafting Competition, Hindi Debate Competition and Hindi Quiz Competition are organized during the fortnight. Prize distribution ceremony is also organized to honor the winners of all the above competitions.

All officers/employees in the Office of the Registrar General of India are encouraged to do their work originally in Hindi. Thus, through tireless efforts, the Hindi section of the Office of the Registrar General of India is playing a leading role in the direction of implementation of official language Hindi. The Registrar General and Census Commissioner of India himself takes special initiative from time to time towards the implementation of the Official Language Policy, taking inspiration from which other officers / employees are also showing interest in this direction. The work of Official Language Hindi is progressing day by day as compared to the previous years and it is expected that in the near future the Office of the Registrar General of India will achieve all the targets set by the Department of Official Language in the direction of Hindi implementation. Due to the continuous efforts of the office, the work is being completed as per the intention of the constitution in the direction of taking forward Hindi. In the coming times, efforts will be made to fulfill the sentiments of the framers of the Constitution, under which they have given Hindi the status of official language.
